Apply for a Stormwater Permit in Howard County, Indiana

    New User

  • Use the New User button on the MS4 Menu to register with the online permitting system.
  • You will receive an email confirming your registration before you can begin to use the system.

    Registered User 

  • Use the Registered User Login button on the MS4 Menu to login.
  • Select your permit application and file online.
  • NOTE: A period of 28 days is allowed for plan review and approval beginning from the date of receipt of a complete permit application including the fee. The review period begins again with each plan revision. 
  • Your permit is issued by email after the fee is paid and application review is complete.

 

Report a Water Quality Problem

  • User registration is not required.

  • Use the Go button for Report/Review an Inquiry on the MS4 Menu to report a water quality problem or situation that needs attention. 
  • Your inquiry will be forwarded to the appropriate department for review and investigation.
